For too long, the tobacco industry has used legal threats to intimidate governments into abandoning implementation of the treaty’s boldest measures. Now it’s time to shift the burden of tobacco onto the industry, compel it to respect the rules of law, and make it pay for the harms caused by its products. Article 19 of the World Health Organization Framework Convention on Tobacco Control (FCTC) is a powerful provision that parties can use to hold the tobacco industry liable for its abuses.

This fact sheet provides information on the Article 19’s potential and recommendations for Parties to advance implementation at COP10.
