The U.S. is the largest historical emitter, and thus has contributed exorbitantly to causing loss and damage now experienced daily in Global South communities. Yet it continues to obstruct any progress to provide finance to support these communities experiencing these devastating impacts. This backgrounder aims to prompt further scrutiny of the U.S. and other Global North countries that, among many other things, are blocking the creation of a fund to remunerate climate-vulnerable countries for the trillions of dollars in climate damages the U.S. and other Global North countries owe.
