In 2008, Parties unanimously adopted strong guidelines for Article 5.3 of the FCTC that safeguard against the
tobacco industry’s fundamental conflict of interest with public health. These guidelines are key to the success
of the treaty’s implementation and enforcement. Today, Big Tobacco remains bent on brushing these guidelines
aside and undermining the world community’s efforts to protect public health. The tobacco industry’s latest
efforts focus on weakening the global effort to curb the illicit trade of tobacco.
